Mayor Kirk Caldwell’s decision comes a week after a story on the Honolulu Civil Beat website disclosed that one of the companies competing for the P3 contract had told investors that the cost to build the last rail segment would cost more than $2 billion, instead of the $1.4 billion that the Honolulu Authority for Rapid Transportation had estimated.
