Shrewsbury, United Kingdom - April 18, 2019 /PressCable/

IPPTS Associates today reflected on its first of DSEAR Risk Assessment Service consultancy commission 10 years ago when first applying the ESA (Environmental Services Association) ICoPs (Waste Industry Landfill Codes of Practice). A commission for a service which was in development for 3 years (2006 to 2009). The main aim was always to deliver waste industry DSEAR risk assessments of high-value, prepared by an experienced landfill engineer with in experience explosion-incident investigation and reporting.

IPPTS Associates’ Steve Last was a Member of UK Waste Management (Landfill) Industry Working Group which created of the Environmental Services Association (ESA) Landfill Industry Codes of Practice (ICoPs) with experience-based interpretation of real-life gas explosion related risks. At the same time they were applying established Waste Management and Landfill/ Landfill Gas Extraction and Utilisation Industry practice in the UK and Europe. Their site-specific DSEAR Risk Assessment service, has helped many clients over the years with its full ATEX compliance recommendations. In addition to a fully detailed risk assessment decision table, their reporting package usually includes an Explosion Protection Document.

Steve Last, Principal at IPPTS Associates, says:

“As a specialist DSEAR risk assessment service provider we wanted to offer something fully tailored to the unique features of waste management sites, including landfills and waste management facilities. Unlike other industries where the incoming material is controlled, waste varies day by day, is uncontrolled and is highly variable. The resulting very wide range of risks must be fully scoped and included within any DSEAR Risk Assessment Service for the industry.”

“Landfills make very large volumes of landfill gas. In the UK it is collected and most landfill operators use it to generate electricity. Similarly, energy-from-waste Anaerobic Digestion (Biogas) Plants, process organic waste and create biogas which like landfill gas is about 60% methane. If things go wrong, the explosion risk from these activities can be severe, and the resulting accidents have a high death rate.”

“Anyone familiar with the Environmental Compliance Consultancy market will probably have noticed how competitor services seem to provide risk assessments without the detailed knowledge of past incidents in the industry. Knowledge, which the company’s Chartered Waste Manager gained from practicing for over 30 years as a full-time waste management engineer, working as a waste management consultant, and for much of that in the landfill industry.”

“As DSEAR risk assessment consultants we felt this was a problem, because applying generic ATEX solutions to the waste industry and particularly to gassing landfills seldom works well. Although lack of experience of waste industry risks could be dangerous, it almost always does result in excessively widely defined ATEX Explosion Zones.”

“Also, there are frequently avoidable costs in installing ATEX rated equipment (intrinsically safe equipment etc.). Many of those working in general industrial DSEAR assessment don’t even know of the existence of the Waste Industry ICoPs. The danger is that they can end-up not using them and “re-inventing the wheel” for their clients. Not applying the established industry guidelines is a serious error.”

So as a welcome breath of fresh air, the IPPTS Associates DSEAR Risk Assessment Service instead provides bespoke reports based upon site visit data with in-depth appreciation of unique aspects of site design and operation, as available within the ESA ICoPs.

“No two waste management installations (for waste processing and treatment HWRCs, MRFs, MBTs etc) let-alone landfills, are ever even-close to being the same. Each assessment is bespoke and unique”; said Steve.

IPPTS Associates chose to make this move because DSEAR compliance is clearly required for many waste industry sites. The explosion risk is there, so compliance is clearly demanded by the Safety Regulations of the EU ATEX Directives. Many client’s need this service.

Steve Last also said:

“We want to give our customers wherever necessary, a clear path to achieving DSEA Regulations compliance, and the best chance of reducing explosion risks to the lowest level possible for all those involved.”

“With our DSEAR Risk Assessment Service, they have a fresh new possibility. We want them to feel absolutely confident that all predictable risks have been identified, assessed, and relevant actions to reduce residual risks have been taken. At this point, the perception of the DSEAR risk assessment as being a costly and unwelcome chore, alters. It becomes one of everyone working together in a cooperative effort to use the Risk Assessment as a genuinely useful tool to make sure all are kept safe.”

“Safe from the serious injuries that methane gas explosions otherwise have a nasty habit of creating.”

“Rest assured that IPPTS Associates are not about to stop doing that, because it is so rewarding to work to keep people safe. And, this approach will be taken in the future for all clients for whom we will be acting as DSEAR Risk Assessment providers.”

IPPTS Associates has been in business for an active period of over 10 years, being first established in 2007. Since, Day 1 they have always aimed to provide the best environmental compliance advice, combined with Health and Safety advice.

Their DSEAR Risk Assessment Service is now available for the United Kingdom. It can usefully also be applied in Europe and in any nation which applies EU standards. To find out more, it’s possible to visit https://atexanddsear.co.uk/
